POSITION SUMMARY
Due to growth, The Town of Holly Springs is searching for its first Project Accountant to serve in the Finance department. The Project Accountant is responsible for providing professional-level accounting and financial management support for capital projects, grants, and other municipal initiatives. This position ensures compliance with governmental accounting standards, internal financial policies, and funding agency requirements. The Project Accountant works closely with project managers, department directors, administration, finance staff and external stakeholders to monitor project budgets, track expenditures, and prepare accurate financial reports.
SUPERVISORY RELATIONSHIPS
Reports to the Accounting and Finance Manager. Works independently with general guidance from the Accounting and Finance Manager to ensure coordination of objectives and priorities of the department. Incumbent has no supervisory responsibilities.
The work schedule is business hours with occasional evenings and weekends. The starting annual salary is approximately $68,959.47 (Grade K). Requirements
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Acts as a financial liaison between the Finance department and other Town departments, offering fiscal guidance, training, and technical support; coordinates financial activities with internal divisions, project managers, and external agencies.
2.Analyzes and evaluates service delivery; meets with staff to review service plans, updates operational policies and procedures, addresses performance needs, and collaborates with management and team on continuous process improvement.
3.Performs professional accounting functions such as preparing and entering complex journal entries, reconciling accounts, reviewing and auditing accounting records and systems, and ensuring compliance with internal controls and established policies.
4.Prepares financial statements, reports, and supporting schedules; assists with year-end audit activities; and compiles schedules for external auditors in preparation for the Annual Comprehensive Financial Report (ACFR).
5.Assists in project debt-related reconciliations and funding drawdowns.
6.Creates new projects in the accounting system, assigns project codes, and records related capital assets upon project closeout when needed.
7.Establishes and maintains project-specific accounts; tracks expenditures, revenues, encumbrances, amendments, contracts, and funding agreements.
8.Prepares monthly, quarterly, and annual project financial reports for staff, management, Council, and external agencies.
9.Collaborates with project managers and Town staff to ensure timely use of funds, accurate cost projections, and compliance with budgetary and funding requirements.
10.Reviews and analyzes project-related transactions, identifies variances, and recommends corrective actions and recommends projects for closure; manages the formal project closeout process in coordination with stakeholders: assists with the development and monitoring of the Town’s project-specific budgets and forecasts.
11.Supports procurement and accounts payable functions related to projects to monitor contract terms, change orders, invoices, and funding agreements for fiscal accuracy and compliance.
12.Assists with responsibilities related to capital assets, including review, reconciliation, and documentation at project closeout.
13.Maintains compliance documentation for grants and funding agreements with state, federal, and other external agencies.
14.Serves as backup to the Accountant
15.Responds to public inquiries and complaints in a courteous and professional manner; provides information, resolves issues, or refers matters to appropriate staff.
16.Plans and performs special projects, compiling results and recommendations as required.
17.Performs other duties as assigned to support departmental and organizational objectives.
KNOWLEDGE SKILLS AND ABILITIES
?Knowledge of accounting, budgeting, and auditing principles (including GASB rules and GAAP standards) and methods in their application to a government accounting system.
?Knowledge of governmental accounting and auditing methods, procedures, and financial practices.
?Knowledge of Town programs, funding sources, and specific regulations governing expenditures and revenues.
?Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
?Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
?Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
?Ability to instruct and train in methods and procedures.
?Ability to establish and maintain accurate records of assigned activities and operations.
?Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
?Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

MINIMUM REQUIRED QUALIFICATIONS
Bachelor’s degree from an accredited college or university in accounting or closely related field.
Three (3) years’ experience in Finance or Accounting
PREFERRED QUALIFICATIONS
Three (3) years’ experience in governmental finance or accounting
Experience with fund and project accounting strongly preferred
OTHER REQUIREMENTS
Must pass background, credit, and criminal history checks.
Must possess a valid driver’s license.
