SENIOR PROGRAM AUDITOR (Affordable Housing Compliance)
DEPARTMENT OF HOUSING
Construction & Compliance Division
Number of Positions: 1
(additional vacancies possible pending budget approval)
Starting Salary: $73,140.00
New hires are paid the starting rate. Current employees' pay rate is determined by their job title and years of service

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNITS 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, this class performs at the fully functional level conducting programmatic and fiscal compliance audits of delegate agencies receiving federal and state funds; and performs related duties as required.
ESSENTIAL DUTIES
• Makes site visits to review agencies' operations, using monitoring instruments to verify and review required program records and financial documents
• Conducts programmatic reviews to assess compliance with program management and administrative procedures
• Prepares program and fiscal reports of audit findings and makes recommendations for corrective actions in cases of non-compliance and conducts follow-up on progress in correcting identified deficiencies
• Assists in developing and revising monitoring and reporting instruments
• Works with other auditors to resolve auditing complexities
• Responsible for the determination of affordable housing properties compliance with applicable Housing and Urban Development (HUD), Low Income Housing Tax Credit, Neighborhood Stabilization Program (NSP), Affordable Requirements Ordinance (ARO), and Tax Increment Financial (TIF) program rules, regulations, and agreements
• Ensures compliance with regulatory requirements such as Davis Bacon, Illinois Prevailing Wage, Minority and Women Business Enterprise (MBE/WBE), local hiring, and Section 3
• Produces reports such as Davis Bacon and Section 3

Days: Monday - Friday
Hours: 8:30am - 4:30pm

Qualifications
MINIMUM QUALIFICATIONS
• Six (6) years of program auditing work experience, OR
• Graduation from an accredited college with an Associate's degree in Business Administration, Public Administration, or a related field, plus at least four (4) years of program auditing work experience, OR
• Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a related field, plus at least two (2) years of program auditing work experience, OR
• Graduation from an accredited college or university with a Master's degree in Business Administration, Public Administration, or a related field, plus at least one (1) year of program auditing work experience.
NOTE: A valid State of Illinois driver's license is required. Must have the permanent use of an automobile that is properly insured including a clause specifically insuring the City of Chicago from accident liability
SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
• Previous experience working with federal, state, and/or local affordable housing programs
• Previous affordable housing program auditing work experience
• Previous knowledge of neighborhood and community development programs
• Proficiency working with Microsoft Office Suite
